Customs authorities—not the store or the carrier counter—decide admissibility, duties, taxes, inspection, seizure, return, or destruction.

International shipping rules, carrier requirements, sanctions, and destination-country regulations change without notice. Final acceptance and treatment of a shipment are determined by the carrier and government authorities. Star MailHub Print & Business Center cannot override those decisions.

    What We Will Ask You—and Why

    Carriers and customs officials will require detailed information about what is inside the shipment. International customs information must be specific and complete. Vague answers such as “gifts,” “personal items,” “parts,” or “samples” are not acceptable commodity descriptions.

    Each item requires:

    • A specific description of at least three useful words
    • New or used condition
    • Quantity
    • Country of manufacture
    • Truthful item value

    Country of manufacture means where the item was made—not where it was purchased.

    International Shipping Form—Required

    The International Shipping Form creates the customs declaration officially known as a commercial invoice. Carriers and customs officials use it to identify the contents, assess duties and taxes, and decide whether the shipment is admissible.

    Item descriptions and values must be truthful. The customer supplies the declared value. Star MailHub Print & Business Center does not determine the value and will not invent, reduce, or alter a value to avoid duties, taxes, restrictions, or filing requirements.

    The customs value and insured value must be consistent. A shipment cannot be declared at one value and insured for a substantially different value without valid supporting documentation.

    False or misleading declarations are not accepted.

    Misstating the contents, value, quantity, condition, country of manufacture, or purpose of the shipment can result in inspection, delay, seizure, return, destruction, penalties, or other customs action.

    Star MailHub Print & Business Center is not responsible for those outcomes and provides no refund of shipping, packing, documentation, or related service charges when inaccurate, incomplete, or misleading information was supplied.

    Complete the Form Before You Come In

    Use the International Shipping Form before coming to the store. Completing it in advance can save 20 to 30 minutes at the counter and helps prevent delays caused by missing customs information.

    If you do not know the recipient’s tax number, importer identification, or another destination-specific requirement, copy the address above and send it to the recipient. They can complete the missing destination information before you arrive.

    Also check the Country Restrictions and Requirements tool before completing the form. It identifies known recipient-ID rules, destination restrictions, and current service limitations.

    Do not seal the package before bringing it in. The contents must be available for inspection and verification.

    Inspection, X-Ray, and Repacking

    International shipments are subject to carrier screening, X-ray, customs inspection, and physical opening. Star MailHub Print & Business Center reserves the right to inspect any customer-packed shipment before acceptance.

    We require repacking when the box, cushioning, closure, or internal protection is inadequate. We refuse a shipment when the contents cannot be verified or the package cannot safely enter the carrier network.

    “Faking” the contents is not a workable shortcut.

    Shipments are checked during transportation and customs clearance. False descriptions or hidden contents can cause seizure, return, destruction, fines, or other enforcement action.

    Duties, Taxes, Tariffs, and Back Charges

    The recipient or importer is responsible for duties, tariffs, VAT, taxes, brokerage fees, storage charges, carrier advances, and other destination-country assessments unless the selected service and documentation expressly establish another arrangement.

    Star MailHub Print & Business Center cannot calculate or guarantee those charges. Customs and carriers can assess or correct charges after shipment or after delivery.

    Star MailHub Print & Business Center is not responsible for customs, tariff, tax, brokerage, storage, return, or other back-billed charges.

    Shipping, packing, documentation, and related service fees are not refunded because a carrier or government authority later assesses additional charges.

    If the recipient refuses the shipment or refuses to pay assessed charges, the shipment can be returned, abandoned, seized, or destroyed. Return transportation, storage, disposal, and customs charges can still be billed.

    No Money-Back Guarantee

    Star MailHub Print & Business Center does not provide a money-back guarantee on international shipments.

    Shipping, packing, documentation, filing, and service fees remain earned when a shipment is delayed, inspected, refused, returned, seized, abandoned, destroyed, or assessed additional charges by the carrier or government authorities.

    Restricted and Prohibited Goods

    Item eligibility depends on the commodity, carrier, destination, packaging, quantity, and current law. Use the Country Restrictions and Requirements tool before bringing the shipment.

    Items we do not accept for ordinary international shipment include:

    • Explosives, fuels, flammables, and other hazardous materials
    • Ammunition
    • Alcohol
    • Aerosols
    • Marijuana and CBD products
    • Alcohol-based perfume

    Food, supplements, cosmetics, medical items, batteries, and electronics require destination- and carrier-specific review. They are not accepted until eligibility is confirmed.

    The customer certifies that the shipment contains no prohibited, undeclared, or concealed items.

    Lithium Batteries and Electronics

    Lithium batteries are regulated dangerous goods. Acceptance depends on the battery type, watt-hour rating, equipment configuration, quantity, condition, packaging, carrier service, and destination.

    Damaged, defective, recalled, swollen, loose, or unidentified lithium batteries are refused. Final acceptance is determined only after the specific item and destination are reviewed. Check the destination requirements before bringing the item.

    Countries We Cannot Ship To and Restricted Destinations

    Use the Country Restrictions and Requirements tool. It is the primary page reference for destinations currently marked Disabled, Restricted, or Allowed.

    • Disabled: Star MailHub Print & Business Center cannot currently process a shipment to that destination.
    • Restricted: Service requires additional review and can be limited by carrier routing, sanctions, customs rules, importer information, commodity restrictions, or destination conditions.
    • Allowed: General service is available, but item-level restrictions, customs rules, and carrier acceptance still apply.

    We do not maintain a separate static embargo list in the FAQ because sanctions and carrier suspensions change. The lookup tool and live carrier verification control the decision at the time of shipment.

    EEI Filings and High-Value Shipments

    Electronic Export Information filing is required when any single commodity classification exceeds $2,500 in value or when another export-control rule requires filing.

    Example: five identical brooches valued at $600 each total $3,000 for one commodity and require EEI review.

    • A non-refundable EEI preparation fee applies
    • The minimum fee covers up to five line items
    • Additional line items or research require additional fees
    • Call the store for current pricing and scheduling
    Packaging Standards and Rejection

    International packages must withstand repeated handling, automated sorting, long-distance transportation, inspection, and possible repacking.

    We reject customer-provided packaging that is wrapped in paper, bulging, lumpy, damaged, inadequately closed, or unable to prevent the contents from shifting. Professional repacking is required when the shipment does not meet carrier standards.

    Required Recipient Information

    The following are required:

    • Recipient’s full legal name or business name
    • Complete physical delivery address
    • Recipient phone number
    • Recipient email address
    • Any importer, tax, identification, or customs number required by the destination

    A PO Box is not accepted when the carrier or destination requires physical delivery. Missing recipient information stops shipment processing.
